Debi (Philip) Mazur
Co-Chair

Debi Mazur is a seasoned professional with over 33 years of experience in public safety and emergency communications. As the Manager of the RCMP 9-1-1 Island District Operations Communications Centre (IDOCC) – Courtney, Debi manages critical operations within the industry ensuring efficiency and effectiveness to police services. 

Since joining the RCMP in 1992, in Cranbrook, BC, Debi is a seasoned professional and has managed 9-1-1 Police Dispatch Centres in various locations throughout BC, including Nanaimo, Victoria, and in 2020 was responsible for the overall management of the RCMP Police Dispatch Centres in the Province of BC. Debi is dedicated to her the team, recognizing the vital role emergency communication professionals play as the public’s first point of contact when calling for RCMP police services. Debi is committed to operational excellence, and is recognized for her ability to navigate complex situations playing a pivotal role in the success of the communications centers she has worked in.

A graduate of O’Sullivan College with a background in Hotel Management & Tourism, Debi brings a unique perspective to her role, combining organizational expertise with a people-centered approach. 

As the Chair of ABC9-1-1, Debi applies her extensive knowledge of emergency communications and leadership to drive initiatives that enhance community safety and provide critical support to those in need.

Kim Singh
Co-Chair and Treasurer
Director At Large

Kim Singh is the Senior Manager, Police Services with the City of Coquitlam at the Coquitlam RCMP Detachment. She is responsible for the strategic and operational planning, direction and leadership of the Civilian Police Services division that comprises of over 200 municipal staff that supports the Coquitlam RCMP detachment. She currently sits on the PRIMECorp board as a Director as the local government representative as well as the ABC 911 Association board.

Kim has over 30 years working in public safety in various roles such as E-Comm 911 as the Operations Manager where she oversaw the Operations Division which included the emergency communication centre and support services side of operations and was the police and fire liaison for E-Comm. Throughout her career she has worked in various roles with the RCMP as the Civilian Operations Manager in North Vancouver at the North Vancouver RCMP detachment, dispatcher and supervisor for Burnaby RCMP, White Rock RCMP, E HQ RCMP and Delta Police and Fire. In addition, she was a Duty Manager at Coast Mountain Bus Company overseeing 30 communication centre staff and 95 transit supervisors.

Marty Dupas
Outside of Vancouver Island & Metro Vancouver

Marty Dupas brings extensive leadership and expertise in public safety telecommunications, collaboration, and innovation to her Director position at ABC9-1-1. As the Chief Communications Officer for Prince George Fire Rescue Services, Marty has contributed to various transformative initiatives, including the establishment of two state-of-the-art facilities that reflect more than five years of dedicated teamwork and partnership with the Fraser-Fort George 9-1-1 team. In addition to her work with Prince George Fire Rescue Services, Marty serves as Co-Chair of the Tri-Services Working Group, fostering collaboration and advancements across emergency services.

Marty’s commitment to community safety and operational excellence is matched by a vision for driving innovation and teamwork in public service. Marty’s goal is to leverage her knowledge, skills, education, and decades of experience to advance the mission of ABC9-1-1, creating meaningful change and supporting all first responders and the communities we serve.

Melanie Perrin
Director at Large (Regional District)

With over 30 years of experience in the fire service and a lifelong commitment to public safety, Melanie Perrin brings unparalleled expertise and leadership to her Director role at ABC9-1-1. Currently serving as the Senior Manager of Public Safety Services for the Regional District of Fraser-Fort George (RDFFG), Melanie oversees critical emergency services, including 9-1-1 dispatch for multiple regional districts across British Columbia. 

Melanie has dedicated her career to advancing public safety initiatives through both 9-1-1 emergency services dispatch and fire rescue service provision. She is deeply involved in implementing Next Generation 9-1-1 (NG9-1-1) technology, which will revolutionize emergency response by integrating real-time text, video, and data-sharing capabilities in the RDFFG’s two regional dispatch centers. 

In addition to emergency dispatch services, Melanie manages 16 volunteer fire/rescue agencies and is a passionate advocate in supporting fire department services and operations, recognizing the vital role they play in community safety. 

Through her work with ABC9-1-1, Melanie leverages her extensive operational knowledge, innovative mindset, and deep commitment to helping others during their most challenging moments to drive meaningful impact across communities. 

Natalie Rumsby
Director Vancouver Island

Natalie Rumsby is a Dispatch Supervisor for B.C. Emergency Health Services in their Langford Dispatch Operations Center. In her 22 years with BCEHS, Natalie has worked in multiple roles including: Paramedic, Dispatcher, Charge Dispatcher (in both Langford Dispatch and the Provincial Transport Co-ordination Center), and interim Operations Manager. BCEHS provides prehospital medical care and transportation throughout all of British Columbia, along with inter-hospital health services, and is the largest EMS provider in Canada.

Natalie is part of several collaborative interagency groups, including the CRD 9-1-1 Committee, and is a director of ABC 9-1-1. Passionate about patient care, Natalie has worked in partnership with Island Health to develop the first Collaborative Emergency Response Team, and has volunteered with the ACT Foundation, teaching CPR and AED to high school teachers and students.

Natalie is a recipient of the Canadian Emergency Medical Services Exemplary Service Medal. Outside of work, she is a member of the Canadian Kettlebell Alliance’s Team Canada, representing Canada at world kettlebell sport events, and enjoys spending time with her husband and dogs.

Marc McAdam
Director at Large

Marc McAdam is a seasoned emergency communications professional with over two decades of service at E-Comm 9-1-1, British Columbia’s primary emergency communications agency. Joining the organization in 2001, Marc began his career in police dispatch before transitioning to fire dispatch and eventually assuming the role of Charge Fire Dispatcher. Since 2007, he has been managing operations for both police and fire services, overseeing the coordination and dispatching of emergency responders across metro Vancouver and beyond.

Currently, Marc serves as the E-Comm Fire Operations Manager, where he is responsible for overseeing one of the busiest regional fire dispatch centers in the province, supporting 40 fire departments across Metro Vancouver, Fraser Valley, North Okanogan, Sunshine coast & Howe sound/SLRD. Under his leadership, E-Comm Fire services consistently meet the needs of their Fire department partners and exceeds the high NFPA Fire communications standard 1225. Marc’s drive to foster collaborative working relationships with other emergency communications centers is what has brought him to ABC 9-1-1 with an overall aim of enhancing collaboration, efficiency and effectiveness of emergency response across the province. ​

Marc’s extensive experience and dedication to public safety have made him a key figure in E-Comm’s mission to deliver exceptional emergency communication services that help save lives and protect property.

Scott Alleyn
Director Metropolitan Vancouver Area

Scott Alleyn is an experienced public safety leader with two decades of service in the Burnaby Fire Department. Beginning his career on the frontlines as a firefighter, Scott advanced into senior leadership and now serves as a Chief Officer, leading strategic initiatives focused on modernizing communication systems, improving operational efficiency, and strengthening organizational resilience in alignment with evolving occupational standards.

Throughout his career, Scott has been a dedicated advocate for first responder welfare across the region. For ten years, he served as an elected executive member of both the Burnaby Firefighters Association Local 323 and the Burnaby Firefighters Charitable Society, holding multiple leadership roles. In these positions, he championed key community initiatives, helped strengthen labour relations, and contributed to meaningful improvements to occupational health, safety, and working conditions of fire service personnel.

As a Board Director of ABC 9-1-1, Scott brings valuable operational insight and a collaborative approach to enhancing emergency communications across the province. He is committed to fostering strong partnerships within the emergency response community and advancing integrated, cooperative relationships among emergency communication professionals.

In recognition of his exemplary public service, labour leadership, and community impact, Scott was awarded the King Charles III Coronation Medal.

Michael Coffey
Director at Large no Geographical Boundaries

Michael Coffey is a leader in emergency health services with over 17 years of experience across paramedicine, dispatch operations, education, and system leadership with BC Emergency Health Services (BCEHS). His career spans frontline practice in both rural and urban environments, as well as critical care dispatch and operational management.

Michael has been actively involved in advancing emergency response modernization, including a three-year role supporting the Next Generation 9-1-1 (NG911) initiative, and more recently contributing to the implementation of RapidSOS within BCEHS. He has also supported multi-agency collaboration through initiatives such as the Advanced SEND protocol, working alongside police partners to enhance integrated emergency response.

Currently focused on clinical operations education, Michael is passionate about strengthening system performance through innovation, technology, and workforce development. He brings a practical, systems-level perspective shaped by experience across the full spectrum of prehospital care and communications. Michael lives in North Vancouver with his wife, son, and dog. Outside of his professional work, he enjoys motorsports, gaming, and is a certified drone pilot.

Sumeet Badhan
Director at Large

Sumeet Badhan brings a strong combination of technical expertise and operational support to his role as the IT Infrastructure and Telecommunications Specialist with Surrey Fire Service. In his current position, Sumeet supports the systems and infrastructure that underpin Surrey Fire’s emergency communications operations, including the NG9-1-1 phone system, radio consoles, dispatch technology, and telecommunications across firehalls and facilities.

A defining part of Sumeet’s work takes place directly on the dispatch floor, where he partners closely with operators to ensure the technology they rely on every shift works seamlessly and reliably. He is also deeply involved in the continued evolution of Surrey Fire’s dispatch environment, supporting major system transitions, training initiatives and operational procedures.

Before joining Surrey Fire, Sumeet spent over 11 years at TELUS as both a technician and leading technical teams, managing complex telecommunications infrastructure, and driving operational improvements. He holds formal training in IT Project Management and Network Administration & IT Support Professional certifications from the University of British Columbia (UBC) and the British Columbia Institute of Technology (BCIT), along with a Red Seal in Low Voltage Electrical. Sumeet’s focus is on making sure the technology behind emergency communications operates seamlessly and securely, so that dispatchers and firefighters can stay focused on what matters most — protecting lives and serving the community.
